Authorities conduct 5-A enquiry under the Draft Declaration

The land acquisition for the expansion of the Gannavaram Airport, which has been pending for long, has entered a crucial phase with the revenue authorities conducting the 5-A Enquiry under the Draft Declaration of the Land Acquisition Act.

Nuzvid RDO and the Land Acquisition Officer (LAO) K.V.N. Chakradhar Babu, told The Hindu that the crucial 5-A Enquiry in which interested persons could file objections was conducted on Sunday and Monday.

The interested persons were entitled to file objections before the LAO suo motu within 30 days from the date of publication of the Draft Declaration (DD).

The objections filed during the enquiry shall be examined after specific remarks of the Requisitioning Authority (in this case the head of the Revenue Department, the District Collector).

The authority competent to approve the DD is competent either to accept or reject the objection as per the provisions of the Land Acquisition Act.

The objections raised by interested persons were with regard to the cutting or closing of R&B Road, a Rural Water Supply Scheme, few houses, an SC Colony and minority burial grounds, Mr.Babu said.

The LAO said that changes might be needed to the land plan schedule. He would write a letter to the Airports Authority of India through the district Collector M. Raghunandhana Rao and the Government of Andhra Pradesh, he said.

Meanwhile, the survey of enjoyment would be taken up. Land acquisition for the National Highway from Surayapalem to Pedautpalli was almost over. “Farmers who earlier stayed away are coming around,” Mr. Babu said. According to the rules, work should be taken up only when 80 per cent of the land was with the contractor, he said and added that work would begin soon
