Andhra Pradesh has been topping the 28 states in the country in the implementation of 20-point programme for welfare and development for two years in 2010-2011 and 2011-2012, when measured in 18 out of 65 different measurable parameters. The State gets Rs.15,000 crore under various central government schemes.
The only year earlier it got the first rank was in 1992-93. During the last two years Rajasthan, then BJP-ruled Himachal Pradesh also shared the top place with Andhra Pradesh. Blaming Telugu Desam Party for not bothering to improve the quality of life of the poor people in rural/urban areas, Mr. Reddy said that during 2001-20 State got 23 rank, 21 and 14 in the next two years. It reached 4 rank in 2007-08, and 9 rank in the 2008-09 year.
Best States and Districts are declared based on the marks given for each parameter on a scale of 0 to 3 for achieving targets less than 74 per cent to 100 per cent.
A rolling shield and Rs.25 lakh additional grant is given to the district that achieves the First Rank in implementation and Rs.15 lakh and Rs.10 lakh for the next two districts.
Kurnool, Kadapa got the first two positions in 2010-11 followed by Mehboobnagar, Chittoor and Nellore.
In 2011-12 Kadapa yet again got the first position, though Karimnagar, Ranga Reddy, and Kurnool were also on equal points in the second place.
Krishna District during these two years was placed in the 15 and 12th positions. Several of the programmes like Indira Awas Yojana, NLRM, Self Help Groups, were unable to come close to the target during implementation this year due to objections from the National Highways, Forest Department and Railways. Some of the programmes were linked to permissions from the Irrigation Department, which were awaited, he said dishing out details of the targets achieved so far.
