The State budget has proposed a comprehensive sub-plan for the development of Backward Classes on the lines of the sub-plan for SCs and STs. It has also made separate allocations for the welfare of Kapus and Brahmins for the first time.
The allocations for SCs and STs are Rs. 5,878 crore and Rs. 1,904 crore, respectively. This constitutes 22.61 per cent of the total budget. The fund will be spent as part of the AP SC and ST Sub-Plan.
A provision of Rs. 2,123 crore has been shown for 2015-16 for implementing various social welfare schemes for SCs and Rs. 993 crore for welfare schemes exclusively for STs. Meanwhile, Rs. 3,231 crore has been set for the welfare of Backward Classes. The provision for BC welfare also includes Rs. 100 crore for Kapus. The allocation for Brahmins is Rs. 35 crore.
While there was a mention about a plan for a “comprehensive sub-plan for the BCs on the lines of the one for SCs and STs no allocation of funds was made for it.
