Tamil Nadu High and Higher Secondary School Headmasters’ Association has expressed concern over the delay on the part of the education department in filling up 75 DEO (District Education Officer) cadre posts.
At a recent meeting, the association wondered why the posts were not filled despite the availability of the list of eligible candidates. The department has to fill the posts at the earliest to safeguard its pride, a resolution adopted at the meeting said.
Headmasters of high schools were facing tremendous difficulties due to the requirement to create an online database of 10 standard students along with photographs.
The instruction by the department of government examination for completing the process by January 4, 2013 was condemnable as several schools were functioning without computer facilities and internet connection, and had to put up with frequent power cuts.
This year alone, the government must exempt the HMs from this requirement, association general secretary Sami.Sathiyamoorthy insisted.
Burden
Burdening HMs with construction of buildings under RMSA (Rashtriya Madhyamik Siksha Abhiyan) was not acceptable and the government should vest the responsibility with its construction division.
Also, to ensure quality of education, school HMs must be spared of the responsibility of arranging for caste certificate and registration of students’ qualification with employment exchange.
The revised order on DEO promotions at 40:35 proportion for HMs of high and higher secondary schools respectively must be withdrawn, and all the DEO posts must be reserved for heads of government high schools.
Direct recruitment for the remaining percentage must be abolished, and HMs of government-aided, adi-dravida welfare, Kallar reclamation, and those working in municipality and corporation schools must be given opportunity, Mr.Sami Sathyamoorthy said.
The post of Deputy Inspector in DEO offices must be upgraded to the level of High School HMs. Since there were now more than 7,000 government high and higher-secondary schools, the number of DEO posts must be increased accordingly, another resolution said.
The meeting also called for immediate release of the list of schools chosen for upgrade for 2012-13.
Other demands included payment of basic and grade pay for ordinary, selection and special grades on a par with their central government counterparts; government sponsorship of the expenses incurred by Parent-Teacher-Association; and posting of Additional HMs with financial powers for taking care of sections VI to X in government higher secondary schools.
