Engineering colleges are awaiting clarity from the All India Council for Technical Education (AICTE) on whether a candidate who has qualified in M.Tech Computer Science and Engineering after completing MCA or M.Sc. in Computer Science or Information Technology is eligible for appointment as assistant professor in CSE or IT.
An ambiguity has apparently been created by AICTE's interpretation of the norms of University Grants Commission (UGC) for faculty eligibility, according to college heads. While the UGC stipulation is that a candidate holding master's degree with 55 per cent marks in the appropriate branch of engineering and technology is eligible for appointment as assistant professor, the AICTE norm is that a candidate must possess BE/B.Tech and ME/M.Tech in relevant subjects with first class or equivalent either in BE/B.Tech or ME/M.Tech.
In several colleges, there are teachers in CSE and IT departments who have completed their M.Tech based on their MCA or M.Sc. Computer Science qualifications. For long, higher educational institutions have been equating B.Tech with MCA and M.Sc Computer Science/ Information Technology, for admitting candidates into ME/ M.Tech programme, said M.A.Maluk Mohamed, Principal, M.A.M. College of Engineering.
The AICTE's norm was likely to create a piquant situation for the institutions which had appointed faculties with M.Tech qualification that they had acquired after completing MCA/M.Sc, college heads apprehend, explaining that commonalities in course contents for computer science and computer applications are well known.
Nevertheless, rigid compartmentalisation of science and engineering disciplines was anachronistic at a time when higher educational institutions in developed countries are attaching special significance to the concept of ‘confluence engineering', a mix of engineering and applied sciences, to arrive at innovative solutions, they felt. Their observation was that the AICTE was, in fact, not against admitting science students into engineering programmes, to pave way for vertical mobility. However, nullifying M.Tech acquired after MCA or M.Sc., as eligibility for faculty appointment, was a dampener, they admitted.
The college heads say the AICTE guidelines for appointing faculties in English and science subjects, which the students are required to study in the first year, are also not clear. However, to be on the safer side, the colleges recruit candidates with additional qualifications of M.Phil and/ or doctorates.

yes. I am also facing the same problem.Not only me there are 100's of people who are facing the same problem I did my MCA from osmania university and then i did my m.tech from the same university.
we need solution in this regards. I have 7 yrs. of teaching experience in engineering college. now due to this eligibility problem my total career is not considered.
I hope AICTE allows any one with an MTech in Computer Science to become
an Asst. Professor. This is because, since the candidate has completed
MTech means that, he knows that subject.

good work by hindu. every body will be happy if aicte clears these ambiguity as early as possible because many job aspires who completed mtech after mca/msc will get jobs and also confusion will be cleared who are in service already.

yes. I am also facing the same problem. I did my MCA at madras university and then i did my m.tech. now i am doing my ph.d in computer science & engineering at anna university. but eventhough the affiliated colleges are not recognized as faculty of engineering department.
we need solution in this regards. I have 10 yrs. of teaching experience in engineering college. now due to this eligibility problem my total career is not considered.
I am extremely grateful to your esteemed newspaper which has highlighted the problems and humilation being faced by the Teaching staff in Engineering college in department of Computer Science & Enginnering. who are already working in colleges since last 10 years and were selected as per the regulations of AICTE prevailing at the time of recruitment. I felt AICTE is maintaining the Jatiwad (Castism) in Education that's MCA + Mtech/BE+Mtech this very serious for our nation. Pls Prevent the nation.
Under AICTE affiliated colleges i have done MCA, M.Tech but why AICTE
is making to doing job as Assistant Professor. The next point is
maximum what are the subjects what we have read same subject as also
read by B.Tech students.Is UGC is body under AICTE or AICTE is body
under UGC, why because UGC has given norms, again the the sub body
AICTE is giving the new norms.Appreciate work done by "The Hindu". We

wanted to shift in Engineering Institute. Previously AICTE permit we
pupil till 2010. And suddenly in 2011 as per new handbook showing that
we are not eligible ... ? without any justification.
My Request for THE HINDU Paper to consider this as
Problem for Lot of Professionals who studied MCA/M.SC with M.Tech,

AICTE has amended the eligibility criteria but remained sielent for those teaching staff who were already in the job prior to their notification dated 5.3.3010.
Sir, it is not undderstood that how a person, who was working as per the eigiblity norms of AICTE and spent 6 years of his career in teaching job has now become ineligible.
Council of INdian Mdedicine has also made some changes in their eligibility criteria, but they have specifically mentioned in the notification that the teacher who had considered eligible in the past on the basis of previous Regulations shall not be considered INELIGIBLE.

First of all I would like to appreciate "The Hindu" to take such type
of crucial but hidden matter in top of important news. In My opinion
now "The Hindu" is the best paper. In Indore there are more than 100 such candidates having such type of trouble. They all are double Masters in the field of computers having experience of more than 5 years, still not eligible to teach graduate
students. "Ha Ha Ha......." There is a song..."It happens only in
India....." Very right. A master in English is eligible to teach in
engineering college to teach communication skill. But double master
(MCA/Msc and MTech) is not eligible to teach in engineering colleges.
It is not important that what we sufferer say. It is important what
AICTE says and what will do in near future. I don't know why AICTE is
not creating such norms that BE(IT/CSE) should be placed only in
engineering companies. If they feel that they are engineer then they
are not supposed to get elgibility for being placed in Application
oriented company. If AICTE differentiate between three different
courses(BE,MCA,MSc) designed by AICTE itself then it is also the duty
of AICTE to make it clear that for what putpose that degree mean. As
degree of doctor can not be a mechanical engineer than how computer
engineer become a person of application. If both are same then remove
this ambiguity. If not same then explain where is that gap and
justify. I think AICTE is fully confused, playing with the life of so
many highly qalified Indian Human Resourse while they are going to be
accepted over abroad. Every body knows "India is Great" Now Lord

Rules always following in perspective way means those who are taking admission before 2010 shall be eligible for previous norm. But again problem is that still we are eligible to take admission in M.Tech(CSE) AICTE approved institutes. Lots of students suffering the same problem and they have no way to fight it.
Going by the thinking of AICTE, studying MCA/MSc (3 yrs after graduation totalling 6 yrs of University Education) is lesser than 4 yrs of Univ. education in Engineering (Timepass for most of the students!). Ha ha, there can't be a better joke than this. I have about 18 yrs in the IT industry and from my experience I can absolutely surely say that most of the times MCA/MSc candidates are much better overall than the BE graduates when employed. An altogether new approach must be brought in to select the candidates for teaching than this arcane method of selection!
Without Science no engineering. With reference to Supreme court order(Bharathidasan Case - 2005), AICTE is never higher than UGC. So AICTE cannot over ride UGC regulations for the qualification. Thats why AICTE accept the PhD which meet UGC regulation 2009 for PhD programme. Another interesting thing is that BSc graduates are eligible to get admission in second year but if they compete MSc or MCA after BSc then they are not eligible. MCA and MSc degrees are accepted by IITs and IISc for ME/MTech or PhD in Engineering but those candidates are not eligible to teach in engineering colleges as per latest AICTE rule. This is happened only in India and nowhere else.
The Same case is for students having M.Sc(Electronic Science)+M.Tech/M.E. as they are not made eligible for faculty position in Engineering Colleges. AICTE and UGC are ruining future of thousands of student who have done Mtech/ME after M.Sc. Why AICTE allow a student to do M.Tech/ME after M.Sc if they do not allow them for faculty job. Amazing rules of AICTE and UGC. 'THE HINDU' newspaper is requested to put some more light on this matter bcz lots of students are suffering very much due to these ambiguous rules.
