Virtual IT Cadre to be set up in State service

Better management of e-governance projects

The government has sanctioned the creation of a Virtual IT Cadre in the State service for better implementation of e- governance projects and to reduce the dependence on external agencies. The cadre will be an in-house team equipped to deal with the complexities in managing e-governance projects.

The pilot phase of the proposal, to be implemented in the first quarter of the year, envisages the creation of a team comprising 30 employees from 16 departments in the Government Secretariat. The core team will be deployed after an induction training at the Indian Institute of Information Technology and Management, Kerala.

Mohammed Y. Safirulla, Director, Kerala State IT Mission, said the lack of availability of skilled resources in IT and project management had created dependency on external agencies for implementation of e-governance projects. “Since these agencies lack domain knowledge, several project initiatives are lagging behind or have failed to achieve their objectives. The creation of a strong in-house team will help shake off the dependence on consultants,” he said.

A government order (GO) issued by the IT Department said employees with an aptitude for IT and the ability to drive e-governance projects would be nominated to the cadre. The team members would continue their work in their respective departments while helping in the implementation of e-governance projects, thus acting as a virtual cadre without any additional office set up.

Selection to the team does not entail monetary incentives.

After training, the team members are expected to conceptualise projects and undertake government process reengineering.
