Local bodies have been asked to strictly follow the Colour Code Zoning Map (CCZM) introduced by the Airports Authority of India (AAI) for undertaking constructions on the flight approach path and in the vicinity of the Thiruvananthapuram International Airport, Minister for Local Self Governments K.T. Jaleel has said.
As many as 20 coastal wards of the Corporation fall under the Red Zone of the CCZM, the Minister said in a written reply to questions by V.S. Sivakumar, M. Vincent, K.S. Sabarinadhan, and V.T. Balram in the Assembly on Thursday. The No-Objection Certificate of the AAI is mandatory for all constructions in the CCZM’s Red Zone.
The government was aware of the problems faced by the residents of these 20 wards in taking up construction work on account of the CCZM, Dr. Jaleel said.
The Minister said the height of buildings and structures prescribed under Rule 32(2) of the Kerala Municipality Building Rules 1999 will be as per the Aircraft Act of 1934. As the Act had become Central Rule, the Minister said the State would have to follow it.
Attakulangara flyover
Finance Minister T.M. Thomas Isaac said the Detailed Project Report (DPR) for the Attakulangara flyover, announced in the 2017-18 Budget through Kerala Infrastructure Investment Fund Board (KIIFB) funding, was yet to reach KIIFB for approval. In reply to a question, Dr. Isaac said the PWD had given administrative sanction on August 2017 for the flyover and the Roads and Bridges Development Corporation of Kerala (RBDCK) had been made the special purpose vehicle for execution. Once the RBDCK submitted the DPR, the KIIFB would take a call on it.
₹ 30 crore road to Veli
Dr. Isaac, in reply to another question to Mr. Sivakumar, said the Kerala Road Fund Board was yet to submit the DPR for the ₹30 crore Veli-Sanghumughom road development announced in the 2017-18 Budget with KIIFB funding. The KIIFB would give approval to the project once the KRFB submitted the DPR, he told the House.
