‘He dismantled Planning Commission, is yet to convene a meeting of Niti Aayog, its substitute’

Senior Congress leader M. Veerappa Moily has said that Prime Minister Narendra Modi has an “invisible agenda of destroying all democratic institutions” in the country.

Mr. Moily, while addressing party workers here on Thursday as part of the Congress’s nationwide campaign to highlight the failures of National Democratic Alliance, said Mr. Modi had scant regard for democratic institutions and he had done everything possible to destroy them after becoming the Prime Minister.

The Prime Minister had made it a habit to skip both houses of Parliament and whenever he attended the proceedings, refused to speak on important issues. Immediately after taking over as Prime Minister, he dismantled the Planning Commission and constituted Niti Aayog.

But he had not convened a meeting of Niti Aayog which was supposed to distribute Rs.25,000 crore, the former Union Minister said.

In Arunachal Pradesh

The National Democratic Alliance (NDA) toppled a democratically elected Congress government in Arunachal Pradesh and installed their dispensation.

The Centre also made an attempt to overthrow a Congress government in Uttarakhand but after the intervention of Supreme Court they backed off, he said.

‘Rhetoric’

“All this shows Modi’s dislike for democratic institutions. He has always adopted a confrontationist attitude to Opposition parties, especially to the Congress. He doesn’t want to talk to Opposition leaders but he expects us to support him in Parliament,” Mr. Moily said.

He termed the two-year rule of NDA one of lost opportunities. “There is much rhetoric than real governance. Mr. Modi is a good event manager,” the Congress leader said.

‘Communal agenda’

The United Progressive Alliance (UPA) led by Manmohan Singh had handed over a robust economy, but the present government failed to improve the growth trajectory. The growth in agriculture was around 5 per cent during the UPA time but it has now plunged to 1.2 per cent putting much strain on rural population.

“What they could do in the past two years was to create unrest in society by propagating communal agenda,” Mr Moily said.
