Vigilance director Vinson M. Paul had written to the Attorney General of India and Solicitor General of India seeking their opinion in the bar bribery case. But they failed to respond despite reminders. Subsequently, he sought the advice of two former Solicitors General of India, L. Nageshawara Rao and Mohan Parasaran. Both had unequivocally opined that no case could be made against K.M. Mani under the provisions of the PC Act from the materials collected by the investigation officer.
