The government would create a conducive milieu for business, lure investments and also set up a defence park at Ottappalam for manufacturing defence products under the “Make in India” initiative.

In his address to the Assembly on Friday, Governor P. Sathasivam said the delay in granting clearances for setting up industrial units would be eliminated. Procedures for setting up small-scale units would be simplified by introducing a self-certification scheme and a single-window clearance system. The public sector undertakings that are currently in the red would be revived.

Financial aid would be provided to innovative start-ups and also women through the Kerala State Industries Development Corporation. Mining of iron ore, rare earths and such others would be restricted to the public sector. Scope of setting up mineral-based industries would be explored. PSUs that have been closed due to mining related issues would be revived through diversification.

Transparency

An e-pass system would be introduced to ensure transparency in issuing permits by the Mining and Geology Department. Clay-based industries that have been hit by shortage of raw material would be protected.
