The Cabinet decided to set up a Business Process Re-engineering Cell in the Secretariat on Wednesday to draw up e-governance plans.
This is on the basis of the recommendations of the Second Administrative Reforms Commission.
The Cell would work under the State-level empowered committee on e-governance headed by Chief Secretary Neela Gangadharan. Secretary (Information Technology) Ajay Kumar is the convenor of the committee.
The Cell will propose changes to be effected in the current way of functioning of the government departments along with introduction of e-governance. Currently, the procedures like those for store purchases restrict the options available before the governmental departments and agencies, whereas e-governance would facilitate new options such as e-procurement.
The Cell will draw up proposals for procedural change in these regards and put them up before the empowered committee. Those requiring clearance of the Council of Ministers will be sent for placement before the Council.
The Cell will also have the responsibility to prioritise e-governance programmes and recommend on choice of technology, official sources said.
The Cabinet has approved other recommendations of the Commission such as those on training of staff and capacity building in e-governance also. Support will be offered to Akshaya Kendras for acting as an interface between the government and the citizens by providing services needed by the people.
The Institute of Management in the Government here and other institutions will be involved in training of staffs. A post-graduate diploma course in e-governance is to be launched shortly.
