Alarming crime rate in Kochi

Four police districts in the State have acquired the dubious distinction of reporting more than 10,000 crimes annually under the Indian Penal Code (IPC) in addition to Kochi registering the highest crime rate among the 35 mega cities in the country during 2010.

Kollam, Ernakulam Rural, Thrissur and Palakkad figure on the list of 23 police districts in the country that reported more than 10,000 crimes last year, according to the Crime in India 2010 published by the National Crime Records Bureau (NCRB).

Mumbai with 33,932 IPC crimes top the list among the 23 police districts while Ernakulam Rural has 12,225 cases, Kollam 11,879 cases, Thrissur 11,420 cases and Palakkad 10,449 cases. Of the 744 police districts, 101reported crimes numbering between 5,000 and 10,000 and 620 reported fewer than 5,000 crimes annually, according to the NCRB.

The IPC crimes range from those against body (murder, attempt, culpable homicide not amounting to murder, kidnapping and abduction), property (dacoity, robbery, burglary), public order (riots and arson), women (rape, dowry death, sexual harassment, cruelty by husband and relatives), children (child rape, kidnap and abduction of children, procuring minor girls for prostitution, abetting suicide, exposure, infanticide and foeticide) to economic crimes like criminal breach of trust, cheating and counterfeiting.

Among the 35 mega cities with a population of over one million, Kochi reported significant increase of 193.7 per cent IPC crimes in 2010 compared to 2009. According to the NCRB, Kochi reported the highest crime rate of 1,897.8 compared to the 4,24.1 in whole Kerala. Indore with 868.2 and Bhopal with 823 are behind Kochi on the list of 35 mega cities. The average rate of crime in urban agglomeration centres at 341.9 was much higher than the national crime rate of 187.6.

Crimes against public order were also highest in the State, at 26 compared to the national average of 6.4 during 2010. In the case of riots, Kerala also reported the highest rate of 24.9 cases per 1,00,000 population in comparison to 5.7 at the national level. In the case of charge-sheeting of IPC crimes, Kerala has the highest rate of 94.8 per cent in the country followed by Mizoram.

Of the 966 cases registered in the country during 2010 under the IT Act of 2000, 153 cases were from Karnataka (15.8 per cent) followed by Kerala with 148 and Maharashtra (142). Of the 799 persons arrested in cases relating to the IT Act, 143 were from Maharashtra and 105 were from Kerala.
