Although marine fishermen from Karnataka and Maharashtra have agreed not to poach into each other's waters, the challenge lies in recognising the border of State waters defined as being 12 nautical miles (22 km) from the shore.

Leaders of fishermen have urged the Government to announce a scheme of providing subsidy to purchase a GPS-based equipment that let the fishermen identify where exactly they were located at any given point of time.

The equipment would cost Rs. 16,000, according to general secretary of Coastal Karnataka Fishermen's Action Committee Vasudev Boloor.
