Mangalore City Corporation will soon start issuing building licences to applicants in a time-bound manner, said Corporation Commissioner Harish Kumar K.

Mr. Kumar told The Hindu that the corporation had classified four categories of buildings on the basis of their height for issuing licences.

Accordingly, for buildings with ground plus first floor (B 1 category) the licence would be issued in a week. For buildings up to 10-m height (B 2 category), it would be issued within two weeks. If the buildings were between 10 m and 18 m in height (B 3 category), the licence would be issued within four weeks. For buildings between 18 m and 80 m in height (B 4 category), the licence would be issued within eight weeks, the Commissioner said. It would come into effect within a fortnight, he said. Mr. Kumar said he had convened a meeting of stakeholder organisations before arriving at the decision. He said a software package would be used for processing and maintaining data of licences.

It would record the seniority of applications submitted. For example, he said, if the documents submitted by an applicant was not in order and the documents submitted by next applicant was in order, the case of the latter would be processed and licence issued.

Once the first applicant submitted relevant records, that application too would be processed and licence issued. The seniority of first applicant would be maintained.

Mr. Kumar said that to check violations in the construction of buildings, the officials had begun checking the construction in three stages of “plinth level, intermediate level, and at final level”.

The corporation had prepared a checklist for preventing violations during construction.

The town planning section officials would have to certify the buildings accordingly. If there was any violation, the Assistant Town Planning Officer and the Town Planning Officer concerned would be held responsible for it, he said. Now the corporation would initiate suo motu action against violations during construction.

Earlier, it was based on a written complaint. He said the builders in the city recently had been asked to display details of buildings at the construction site.
