Even as summer camps targeting students of various schools have begun, seminars and lectures continue to be held in colleges of the twin cities.
Delivering the “Late I.G. Hiregowdar Advocate Endowment Lecture” at the University Law College in Dharwad, the former Chief Justice of the Kerala High Court, S.R. Bannurmath, said, “Penal law is the most important of all laws in any legal system and it is an instrument which has the power to destroy the mightiest of powers and protect liberty”.
Mr. Bannurmath said that due to inadequacy of human resources in the Police Department and the poor salaries they were given, criminal investigations had suffered. He said the problem of human resource inadequacy also haunted prosecution as well as the lower judiciary, which had affected justice delivery.
He said the existing sentencing policy required a complete review to suit present day society and to deter potential offenders. “The century-old penal code and punishment prescribed therein are becoming less and less deterrent,” he said. K.R. Aithal, Dean, Faculty of Law, Karnatak University, presided over the function. Principal C.S. Patil welcomed the gathering.
Entrepreneurship
Inaugurating a two-day Entrepreneurship Development Programme organised jointly by CEDOK, Dharwad, and the KLE Society's Institute of Management Studies and Research (IMSR), Hubli, Director of CEDOK S.H. Veeranna said the real challenge was to find employment opportunities for people who were migrating from the agriculture sector.
Referring to the findings of a survey, he said the inner drive for success, belief in oneself, creativity and the ability to accept positive and constructive criticism were essential to become a successful entrepreneur.
