Stamp vendors move court

The Kerala Stamp Vendors' Association has approached the Kerala High Court against a notification to fill the vacancies of four stamp vendors in Ernakulam district.

According to association president M.R. Padmanabhan, the notification was against Rule 35 of the Kerala Manufacture and Sale of Stamp Rules. As per the notification, three vacancies existed in and around North Paravur.

The posts were created without following the rules, the association said in a press release here on Monday. The petition filed by the association pointed out that the government had not complied with the ‘distance rules.' The distance between two vendors should be less than two kilometres in Corporation areas, four km in municipal areas and eight km in panchayat areas. Persons with document writers' licence were not eligible for appointment as stamp vendors, the press release said.

The petition also sought a directive to the State government and other respondents to ensure that stamp vendors are chosen in accordance with the Rule 35.
