District Collector P.I. Sheikh Pareed has said that a centralised pass system will be implemented for the distribution of sand from sand ghats in the district.

The Collector hoped that the new system will help remove complaints and irregularities in connection with sand distribution.

Online applications will be received at the collectorate. Payment is to be made through bank account. Details about the quantity of sand allocated will be conveyed to the applicant and the panchayat concerned. SMS alert will also be activated.

The applicant can receive the pass from the collectorate based on which delivery of sand could be taken from the sand ghat.

Registration fee

Information on delivery of sand will also reach the collectorate through the computer system to be set up at the ghats. The applicant can arrange the vehicle for transporting the sand. The number of the vehicles should be informed in advance as that is also to be included in the pass. Price of sand will be fixed in advance each season. A registration fee of Rs.10 will be charged from each applicant. Mr. Pareed said that a decision will be finalised shortly regarding the maximum amount of sand that could be allotted to those constructing houses based on the consent letter issued by the local body concerned. Besides the consent letter, an identity card should also be produced for the issue of pass. Those applying for sand citing maintenance of houses should submit the copy of the latest building tax receipt. Certificates attesting the need for maintenance of houses issued by local bodies should also be produced.

Out of the 25 per cent of total mined sand, 10 per cent will be allotted for the needs of the panchayats within the limits of which the ghats are situated, and 15 per cent will be allotted for government works and public institutions in the district.

Sand mining will be limited to between 6 a.m. and 3 p.m. Sand allotted from the ghat should be loaded onto the lorry before noon. If the delivery of sand could not be taken on the day mentioned in the pass, a three-day extension will be allotted on giving valid reasons.
