The Crime Branch Homicide and Hurt wing on Wednesday informed the Kerala High Court that the head of the KIMS College of Nursing, Thiruvananthapuram, had not followed the Supreme Court guidelines regarding the constitution of an anti-ragging committee in the college.

The Crime Branch made the submission when a petition for a CBI probe filed by the parents of Roji Roy of Kollam who allegedly committed suicide by jumping off the 10th floor of the Kerala Institute of Medical Sciences (KIMS) College of Nursing came up for hearing.

In a statement, the police said that as per the apex court judgment, the institution should have constituted an anti-ragging committee and an anti-ragging squad to deal with any complaints from new students against senior students. It said that seniors and fresh students were accommodated in the same hostel housed in a building taken on rent for the lodging of hospital staff. The college authorities had miserably failed in preventing the access of senior students to new students’ rooms.

A detailed report in this regard had been forwarded to the Registrar, Kerala Nurses and Midwives Council, Thiruvananthapuram, for necessary action against the college management.

The statement said the investigation was on the right track.

Police report says that as per an apex court judgment, the institution should have constituted an anti-ragging committee and an anti-ragging squad.
