Mutation of property to go online from today

It will reduce corruption, red-tapism to a great extend: Collector

Taking the land records digitisation to the next level, the district administration is set to introduce online mutation of property in 73 out of the 126 villages in Ernakulam from Tuesday.

Villages in which resurvey has been completed have been chosen for the implementation of the project.

Online mutation of property is being introduced in more than half the villages in the district, thanks to the efforts put in by district-taluk level teams over the past six months. During the period, over 22 lakh land records, including Basic Tax Register, Thandaper (TP) register, land details, etc. have been digitised.

District Collector K. Mohammed Y. Safirulla on Monday convened a meeting of officials concerned, including the district registrar, sub registrars, additional tehsildars, village officers, State-district-taluk level project coordinators, staff of National Informatics Centre and Akshaya, to ensure the smooth and successful rollout of the project.

“This is a landmark achievement, reducing a great deal of corruption and red-tapism from governance,” Mr. Safirulla said. The digitisation work in the remaining 54 villages is in progress and the district administration aims to complete it in three months.

To ensure that mutation takes place online in the select villages from Tuesday, the Collector has asked landowners, who plan to sell their property, to collect the TP account from the village office concerned before preparing title deed and to create fresh title deed accordingly.

“Subsequently, the newly created document will be fool-proof and will help the buyer avoid all sort of problems regarding the land in future,” Mr. Safirulla said.

As soon as the document gets registered, the same would be scanned by the sub registrar concerned and sent to the village officer concerned and it would be processed without any further application. Shortly, SMS facility will also be introduced to intimate the title holder about the status of the document.

The online methodology will eliminate the delay in the process besides making it transparent. Separate provision has been made in the software for documents that have already been registered, but the mutation is yet to be completed.

The website revenue.kerala.gov.in will help the public verify the progress of the application from anywhere.
