Auditors pick holes in waste plant management

There appears to be no end to worries of the Kochi Corporation over solid waste treatment plant at Brahmapuram. Auditors of the Local Fund Department have found fault with the management of the plant, which was assigned to a private agency. They have also charged the corporation with flouting norms, besides holding it responsible for unwanted expenses.

Though the local body had entered into an agreement with Environment Green, a private agency, during the 2012-13 fiscal for running the plant for a year, it extended the agreement by a year more on the expiry of the term without floating fresh tenders. That the agency was allowed to continue for one more year in the 2013-14 fiscal amounted to violation of the contractual conditions and tender proceedings, the auditors pointed out. They also criticised the corporation for its failure to install a high-resolution camera at the site for keeping tabs on the quantity of waste processed. Even as the local body lacked a system to monitor the activity at the site, it released money to the contactor without ascertaining the volume of the waste processed.
