A massive programme to update land records in the State will be launched on September 15 with inaugural programmes in all mandal headquarters villages.

Chief Minister K. Chandrasekhar Rao, all the ministers, MPs, MLAs and MLCs will adopt three villages each for the purpose, it was decided at a meeting convened by Mr. Rao to chalk out the action plan.

A release later said the Chief Minister ordered recruitment of 1,000 personnel for induction into the revenue department to rectify land records, maintain and integrate them with core banking system. Immediately, he wanted some temporary employees to be appointed for the programme from September 15.

The CM said the programme should cover recording of details of all types of lands like forest, government, endowments and those used for public purpose, government buildings, tanks, lakes and other water resources. Information on lands alienated by government, assigned and acquired should also be recorded.

No litigation

In the first phase, however, lands where there was no litigation should be rectified. The second phase should be devoted to survey the entire land mass and creation of maps.

The meeting discussed the report submitted by a committee headed by Ranga Reddy District Collector M. Raghunandan Rao on the methods to be adopted for cleaning land records. If the records were right, input subsidy scheme of the government for farmers from next year will be successful.

From September 1 to 9, coordination committees of farmers associations will be formed. Their conferences will be held from September 10 to 15 and finally comprehensive land survey will be taken up from September 15 to December-end with revenue village as unit.

Gram sabhas

Some 3,600 teams comprising revenue and agriculture officers will be involved in the programme with the help of farmers’ associations. They will conduct gram sabhas and invite opinion of villagers on the status of lands. Each team will visit three villages in as many months.

By December-end, the land records will be uploaded online to facilitate implementation of input subsidy scheme. Data on the sale and purchase of lands, change of ownership and all other details will be maintained online. Litigant lands will be surveyed in the second stage and records rectified on the basis of court orders.

The Chief Minister recalled that the land survey was last done in Nizam rule in 1932-36. Several changes took place in the 80 years since but they were not properly recorded. There was utter confusion as records of Agriculture and Revenue departments did not match making it difficult to implement input subsidy scheme.
