The Telangana government is taking necessary steps to promote cooperation with the neighbouring States such as Chhattisgarh, Maharashtra and Karnataka although there are certain ‘unresolved issues’ post-bifurcation, particularly on the water allocation and electricity front.
“All efforts are being made to resolve them amicably through a process of dialogue,” said Governor E.S.L. Narasimhan.
Addressing the budget session of both Houses of the State Legislature here on Saturday, Mr. Narasimhan said the Telangana government is negotiating with the neighbouring States for equitable sharing of water from major river basins.
In his 15 minutes address marked by protests and slogan shouting by the Telugu Desam and Congress members, Mr. Narasimhan tried to outline the vision and achievement of the new State of Telangana. Even as the Opposition kept shouting, he continued to read the 16 page address.
He referred to progress made on all fronts in spite of inadequate staff and non-availability of senior officers. GSDP growth of 5.3 percent was forecast for the fiscal 2014-15 against 4.8 percent in 2013-14. The growth momentum of 4.1 percent in industrial and 9.7 per cent in service sector is the major reason for the overall GSDP growth, he said.
Speaking about the inclusive development of all sections of society, Mr. Narasimhan said government had initiated steps for recognising Kaithi Lambadas and Valmiki-Boyas as STs. Work on reconstituting Lambada thandas and Adivasigudems as gram panchayats is in progress and so is establishment of Tribal University. Government proposed Rs. 50,000 crore for the comprehensive development of SCs and Rs. 25,000 crore for the Backward Classes over the next five years, he said.
Listing out the welfare schemes, Mr. Narasimhan said the Telangana government is keen to preserve the diverse cultural aspirations of people, especially the minorities.
As a testimony to the employee-friendly approach, the Governor referred to the substantial pay revision of 43 per cent fitment made by the government.
To ensure safety of women, special task force teams (SHE) were formed and their success is noteworthy.
A gender resource centre was established to address issues related to gender inequality. A number of initiatives were taken up to transform Hyderabad Metropolis into a global hub. A network of CC cameras and other advanced gadgets keep a constant vigil.
As part of harnessing of Godavari and Krishna river waters, government proposed the Palamuru Lift Irrigation scheme and Nakkalagandi Project covering 13.5 lakh acres. Besides two new reservoirs – Tadakapalli and Pamulaparthy were proposed.
The Government is taking steps to overcome power shortages and add 6000 MW over the next three years. It had identified 14 thrust areas to prioritise investments. It also proposed to establish permanent offices for MLAs and MPs in the constituency headquarters so that they are easily accessible, he said.
