TRS asks Governor to step in, divide NCE projects

Harish Rao writes to Governor, says Telangana should not lose out on non-conventional energy and Central aid like Chhattisgarh did

The Telangana Rashtra Samithi (TRS) has requested Governor E.S.L. Narasimhan to expedite division between Telangana and Andhra Pradesh benefits from the Centre that are granted to non-conventional energy (NCE) projects and schemes, while protecting the rights of Telangana State.

In a letter addressed to the Governor on Thursday, TRS leader T. Harish Rao said the Centre had been implementing several schemes for promotion of new and renewable energies in various States by extending financial support. Now that the State was being divided, there was a need to divide the benefits between the two successor States, he noted.

It had become necessary to prevent the experience of Chhattisgarh, wherein after the bifurcation of Madhya Pradesh, residuary MP had garnered all benefits of schemes announced by the Centre, Mr. Harish Rao explained.

The united State of AP had submitted applications for Central assistance of Rs. 57.28 crore for the installation of solar power packs (that have a total capacity of 10,000 KW), for year-long period beginning from March 5, 2014. The Ministry of Non-conventional and Renewable Energy had also been approached for the sanction of 5,000 solar pumping systems. The MNRE had set a target of 17,000 pump-sets for 2014-15.

In addition, all the existing sanctions/approvals received from MNRE in the combined State till the appointed day of division should be divided between the two successor States, the TRS leader said. He urged the Governor to send proposals to the Centre before the appointed day of bifurcation, seeking division of all existing schemes, approvals received and applications made in the ratio of 54:46 for AP and Telangana States, according to GO 20 dated May 8 this year.

Mr. Harish Rao also sought continuation of Power Purchase Agreements entered into with CPDCL, including ones for NCE projects located in Anantapur and Kurnool districts even after their transfer to SPDCL to prevent loss of rightful share of power to Telangana State.
