The Telangana employees’ associations have represented to the C.R. Kamalanathan Committee that provisional allocation of employees between the two successor States of Andhra Pradesh be done on the basis of nativity.
Telangana NGOs Association president Devi Prasad and Telangana Employees Association president Vithal who met Mr. Kamalnathan here on Friday said the guidelines for provisional allocation be reviewed to retain all the Telangana employees in Telangana State.
Referring to the allotment of Telangana employees in some departments to Andhra Pradesh in the name of surplus employees, they said it would result in injustice to Telangana employees and they were against any Telangana employee working under a Seemandhra officer.
Mr.Vithal, who is working in the Directorate of Intermediate Education, who was allotted to Andhra Pradesh as part of temporary allocation said employees division could be done in a simple manner by deciding the cadre strength in the sanctioned posts. If necessary supernumerary posts be created to accommodate all Telangana employees.
The guidelines prepared by the Kamalnathan Committee for provisional allocation of State cadre employees working in the Secretariat and Heads of Departments stipulated that the sanctioned posts will be divided on the basis of population between the two successor States of Telangana and Andhra Pradesh in the ratio of 41.68 and 58.32.
Sources explained that recruitments were not done on the basis of population and hence each region could have more or less number of employees.
When posts in a department are allocated to two successor States on population basis, the number of employees may not exactly match the ratio, as recruitment was done on a State wide basis over a period of time. Hence, if the number of employees is more in one State than the posts, the surplus people are allotted to the other State, at least temporarily.
In this provisional allotment process priority was be given to those recorded as ‘local’ to the State of Telangana in the Service Register in order of seniority in each cadre. Those who are in surplus are sent to Andhra Pradesh.
