Annual fee, registration and issuance of identity cards for street vendors by the urban local body concerned are on the cards according to the draft A.P. Street Vendors (Protection of Livelihood and Regulation of Street Vending) Bill.
The bill does not give ownership rights to vendors but only ‘usufruct' or the legal right to use and enjoy advantages of another property. Any changes made periodically in declaration of vending zones with restricted timings and other related measures by the municipal body will be binding on the vendor.
Committee
A town vending committee is to be constituted with 30 members headed by the Commissioner for cities of population of more than 10 lakh, within it will be a zonal vending committee. Forty per cent members will be drawn from the Street Vendors Federation of Associations.
Women members
One-third vendor-members should be women. Thirty per cent are officers from town planning and sanitation wings, inspectors from the police and traffic police wings, mandal revenue officer concerned and an equivalent official from the urban development authority.
Ten per cent members should be elected representatives of the urban local body and area sabha representatives, another 10 per cent from resident welfare associations, 10 per cent members from non-governmental organisations, trade & commerce and financial institutions with Area Sabha representative an ex-officio member.
The committee with a term of three years will meet once in four months in space provided by the municipal body. It will, besides, registering street vendors, collect fees from them, recommend measures for demarcating vending zones depending on the holding capacity, facilitate provision of basic amenities, etc.
Identity proof for registrations is on basis of ‘Aadhar', phone bill, EPIC, ration card, gas connection number, driving licence, PAN card, bank passbook, electricity charges receipt, water receipt or any other Government document.
ID cards will be issued to vendors of 18 years of age and family members of 14 years. Cancellation, suspension, fines and evictions have also been indicated if there is breach of provisions.
A street vendor group can be formed by 15 members and a dispute resolution mechanism at the municipal, street and State level has also been mooted.
