In a firm indication that the allocation of State level employees of combined State between the successor States of Andhra Pradesh and Telangana is on track, the Kamalnathan committee tentatively allocated about 2,000 employees in a dozen departments to begin with here on Thursday.
The committee headed by Mr.C.R.Kamalanathan and comprising Director, DoPT, New Delhi, State Reorganisation Cell secretaries of both the States, L. Premchander Reddy and S.Ramakrishna Rao, Director, Centre for Good Governance and others met Heads of 14 departments of both the States and carried out data verification for accuracy and completeness of data, congruence of the cadre strength and number of people to be allocated. The committee would meet officials of some departments such as Civil Supplies, Sericulture, Town Planning again on Friday as the data was incomplete or relevant certificates were not enclosed.
Sources said that it was a fruitful meeting as the committee could verify the data of 12 departments on a single day such as Transport, Survey and Settlements, Handlooms and Textiles, Bureau of Economics and Statistics, Commissionerate , Intermediate Education, Adult Education, Tribal Welfare, etc.
Being the first meeting, it took some time to go through the drill of verification, test the computer programme. The computer software programme was almost robust and after verification of data and certificates by the committee, the computer made allocation bringing total impartiality into the process, they said.
The committee had stipulated that those claiming local candidate status should furnish supporting certificates in view of charges that many employees made bogus claims in the past. The committee pointed out some cases for rectification to the HoDs where employees did not attach certificates or merely gave self declaration.
Each and every special case, be it widow, spouse, medical grounds etc., was verified before making a tentative allocation of employees in 12 departments. The HoDs were handed over these lists for their views. Once the HoDs clear the lists, they would be uploaded and aggrieved persons could submit their objections citing reasons within 14 days. The rest of the employees would be moved to the respective States, sources said.
