More than a month after the launch of land re-survey for purification of revenue records, the Revenue Department has verified over 39 lakh survey numbers in 4,702 villages.
The massive process started on September 15 this year in 10,806 villages of 568 mandals in the State and over 1,400 teams have been deployed. Total field work has been completed in 2,519 villages and in 2,183 villages, verification work is in progress.
“This is a serious and sincere attempt to make our land records pure and bring in a new standard. Right now only Khasa Pahanis of 1954 and 1955 are being taken as standard record for settlement of any disputes in the revenue and civil courts. The ongoing process will make the land records up-to-date and factual. The process is also throwing up challenges in the form of policy level issues that are being sorted out through regular video conferences with the District Collectors,” said Karuna, Land Survey Mission Director.
About 70 per cent of survey numbers verified so far are found to be clear and after field verification and correction, the number is touching 85 per cent to 90 per cent, she said. Of the 2.54 crore acres to be surveyed across the State, 48 lakh acres were verified so far and 33.73 lakh acres (70 per cent) were found to be clear, she said.
Teams were going to every household in villages and serving 1B forms for Record of Rights, survey number, extent as per the government records.
The farmers were acknowledging and signing if there was no issue. Otherwise, any objections raised by them related to either the extent of the land or title, survey number, were being recorded for inquiry and verification. Once an objection was raised, notices were being issued, statutory process followed, corrections carried and then the copy of the record shown to the farmer and only with their consent, it would be made final.
The Revenue Department launched a small mobile App to keep track of ongoing process. There are about 20 types of parameters and all corrections are being carried on a single page manually by the teams.
Nothing is being uploaded online as of now. Government is in the process of introducing a sophisticated system to host the data for transparency and accountability. The National Institute of Smart Governance is on the job of developing frame work. Sources said the exercise would also help to identify and demarcate Wakf, endowment and forest lands.
