Public hearing on power tariff, surcharges on May 29, June 6

Discoms retain 2016-17 tariff, propose change in some categories

The Telangana State Electricity Regulatory Commission (TSERC) has decided to conduct public hearing on the aggregate or annual revenue requirement (ARR), retail tariff proposals and cross subsidy surcharge of the two power distribution companies in the State at Khammam and Hyderabad on May 29 and June 6, respectively.

According to the TSERC officials, the public hearing on the proposals of Northern Power Distribution Company of Telangana Ltd. (TSNPDCL) will be held at Zilla Parishad meeting hall at Khammam from 10.30 a.m. to 1.30 p.m. and 2.30 p.m. to 5 p.m. on May 29. Consumers of all categories of power and other stakeholders could participate in the hearing.

Similarly, the public hearing on the proposals of Southern Power Distribution Company of Telangana Ltd. (TSSPDCL) will be held at the Federation of Telangana and Andhra Pradesh Chambers of Commerce and Industry here on June 6. The timings of the hearing will be same as that for Khammam.

The two Discoms submitted retail supply tariff proposals to the TSERC on April 13 by retaining the tariff of 2016-17 and proposing some changes in the LT-II (non-domestic/commercial) and LT-III (industry) categories by including/deleting some sections of consumers to provide better clarity. The Discoms had filed ARRs on November 30 last year.

They have also proposed changes in the LT-V (agriculture), LT-VIII (temporary), HT-IA (industry-general), HT-II (others), HT-VB (HMR traction) and HT-VII (temporary) categories. The Discoms have proposed to provide free power to all farmers, excluding corporate ones, without any restriction on the numbers of connections or the extent of land holding. However, they have proposed to make Demand Side Management (DSM) measures mandatory for LT-V consumers. Further, the Discoms have sought the Commission’s permission to file the final true-up (difference between the costs incurred and revenue realised in power supply) charges.
