My F1 visa was approved for fall 2014. I was in the U.S. for 10 days but due to an emergency, I returned to India. I have deferred my admission until spring 2015, but this time my SEVIS number was changed. When I contacted the university DSO, she sent me an email saying, “You will have to pay the SEVIS fee again using your new SEVIS ID number. You will then take your new I-20 to the Consulate to be stamped. As your visa is valid through 2019, you would not have to obtain another visa.” As mentioned, I paid SEVIS fee on a new ID. How should I get the new I-20 stamped at the Consulate?

Students are required to apply for a new visa if there is a change in their SEVIS number, program, or university. You are also required to apply for a new visa if it has been more than five months since you were last studying in the United States.

If I apply to the universities using this name format, I have heard that the I-20 and the visa will be issued with my name as “FNU Sunit Paul Sebastian”. Will I face a problem when I apply for a driver’s license or a social security number in the U.S.? If I apply to universities with my surname as Sebastian and first name as Sunit (which is different from the format in my passport), will it cause a mismatch between my I-20 form which reads “Sunit Paul Sebastian” and my passport which has the surname field blank? Will I experience any problems in obtaining a visa?

U.S. immigration law requires that a non-immigrant visa be printed with the applicant’s surname. If you do not have a surname field on your passport, your entire given name is printed in the place of your surname on the visa. The term “FNU” (First Name Unknown) is then printed on the visa in the place of the given name. Please keep this in mind when completing your DS-160 form for your visa application. But this formatting for the visa does not necessarily translate into the formatting for other documents like a driver’s licence. You will need to speak with the issuing authority about their specific naming conventions.

Previous refusals do not disqualify you from receiving a visa at a later date. The adjudicating officer will look at the totality of circumstances to determine whether an applicant meets the requirements for the visa class for which they are applying.
