New policy to curb indiscriminate parking

To offer incentives for parking space provision

Movie theatres, hotels, function places, commercial complexes and others will have to provide sufficient parking space for their respective customers as per demand with the government deciding to curb indiscriminate parking of vehicles on the public roads as part of its new parking policy.

Mr. Rao, who presided over a meeting with the heads of all civic departments to discuss the policy implementation at the CM’s camp office on Monday, stated that it would be implemented from the year-end starting with the most congested sites in the twin cities.

A mobile App will be launched soon to indicate the parking spaces availability.

The modalities of the policy have been finalised after studying models prevailing elsewhere and holding discussions with the stakeholders like GHMC, HMDA, Traffic Police, Metro Rail and others, he informed. On street parking, short stay parking, parking in residential buildings, public buildings, open space parking, parking at bus and MMTS stations will be various categories under the policy.

Among the interesting features is to provide incentives like 100% property tax exemption for people ready to offer their vacant sites for public parking, easing of building rules and tax rebates if buildings provide extra parking spaces, and for those going for multi-level parking complexes under the public, private partnership with the local municipal body.

The Minister said that roadside parking will be allowed for roads of more than 120 metres wide and even here the first preference will be for those halting for short duration at banks and shops.

Businessmen and others cannot expect to be allowed to park their respective vehicles on the roadsides throughout the day as restricted parking timing and fees are expected to be part of the new rules.

After Hyderabad, the parking policy will also be taken to all other urban local bodies across Telangana.

Coordination committees will be formed with officials drawn from related departments to take up a focussed approach towards implementation of the policy at municipalities.

A parking committee under the Unified Metropolitan Transport authority (UMTA) is to be formed to look into issues like parking fees, funds for policy implementation and public awareness programme, he added.
