New norms for private college PG Medical admissions

College managements get leeway

The Government has made some changes in the admission of post graduate seats in medical and dental colleges with 10% of seats given for “Institutional Preference” in private colleges.

As per the new guidelines issued 50% of intake would be under the Convenor quota to be filled as per NEET-PG and NEET-MDS merit. The remaining 50% would be under the Management quota to be filled by Committee for Admissions with nominee of the private colleges as a member.

The management quota has been divided into three categories. In the sub-category 1 the intake would be 25% to be filled by General Merit based on the NEET ranking. The sub-category 2 will have 15% of seats to be filled by foreign students, NRI or NRI sponsored candidates on the basis of merit in the NEET. The third category has 10% seats under institutional preference.

The seat matrix regarding the Convener and Management Quota seats in each speciality in each Medical and Dental College will be prepared by the University every year before counselling and any additional seats permitted by the MCI/DCI and the University will be included in the counselling process.

Quota by rotation

If there is only one seat available in the speciality, the seat will go to Management quota for the year 2017-18 and Convener quota in the year 2018-19. The allotment will be alternated in the subsequent years.

Similarly, If there are three seats in a speciality, one seat each will be allotted for the convener quota and Management quota and the 3rd seat will go to the Management Quota in the year 2017-18 and Convener quota in the year 2018-19. The allotment of third seat will be alternated in the subsequent years.

If in a speciality there is one seat in degree and one seat in Diploma the degree seat will be for Management quota and Diploma seat will be for convener quota and it will be vice-versa in the next year. between the Management and Convener quota following the this year’s sequence.

Unfilled seats

The unfilled seats after final phase of counselling will be surrendered to Management of respective Colleges. If a candidate allotted a seat after final counselling of the Convener quota fails to join the course in a Private College, that seat can be filled by the Management of respective Institutions with eligible candidates.

There will be no reservations for SCs, STs or other backward classes separately in the Management quota. Minority institutions have to admit at least 70% of seats from the minority community to retain the minority status. Notification has to be issued in two national newspapers calling for application from NEET-PG/NEET-MDS qualified candidates for admission to management quota (Sub-Category 1) and Management quota (Subcategory 2 & 3) separately.

Grievance committee

A Grievance Redressal Committee comprising a dean or the principal of a medical and dental college, one eminent person in Public Service and one member nominated by the University will be constituted to address any grievance to determine the merit, entitlement for admissions, cancellation of seats, refund of fees, return of documents.
