There are a total of 27,826 contract employees in the State Governemnt in Telangana, who are awaiting regularisation of their services.
The State Government had decided to regularise their services as per a government order issued by the Finance Department on February 26 last year.
Those proposed to be regularised included 3,700 lecturers of junior colleges, 926 of degree colleges, 450 of polytechnic colleges and 750 teachers of residential institutions.
Another 22,000 contract employees of other departments, totalling 27,826, were also sought to be regularised by individual orders of various departments from time to time in the State, as per the election promise made by Telangana Rashtra Samithi.
It was also decided that 23,000 outsourced employees of the electricity department would be regularised as they discharged high-risk duties equivalent to that of regular employees.
In the GO 16 issued for the overall purpose of regularisation of employees, a notification adding section 10-A was issued to the Andhra Pradesh Public Employment (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) Act, 1994 which was adapted to Telangana State. The section read “notwithstanding anything contained in this Act, the Government may regularise the services of persons appointed on contract basis against the sanctioned posts in the Government, subject to fulfilment of the following conditions”.
Some of the conditions laid down by the Telangana Government included availability of posts in the respective departments and that regularisation may be considered only in respect of eligible personnel working as on June 2, 2014, immediately before formation of the State.
The Government regularised in all 125 contract Assistant Engineers of Rural Water Supply in Panchayat Raj department, 130 men in Forest Department, part-time contingency employees and junior and senior assistants in some departments.
Last month, the State Government regularised 277 lab technicians, pharmacists, para-medical ophthalmic officers and 33 health assistants in the Department of Health, Medical and Family Welfare.
Earlier, the State Government cancelled the regularisation of seven contingent workers of medical and health department as attenders as they furnished false information of eligibility.
