LRS applications face rejection for lack of documentation

Despite repeated reminders, over 48,000 applicants yet to submit the required documents

About 40,000 pending applications under the Layout Regularisation Scheme (LRS) announced by the Telangana State government about two years ago are likely to stand rejected for lack of proper documentation.

These will be in addition to the 50,000 applications which had been rejected by the Hyderabad Metropolitan Development Authority (HMDA) under various grounds.

Despite repeated reminders, over 48,000 applicants have not yet submitted the required documents, and if they do not comply with the due process in the upcoming month, their applications will stand rejected, Metropolitan Commissioner T. Chiranjeevulu informed. The HMDA has received over 1.74 lakh applications for regularisation of layouts since November 2015, when the government had announced the scheme for unapproved and illegal plots with a registered sale deed executed on or before October 28, 2015. Of the 1.74 lakh, the HMDA has so far approved over 76,000 applications, and rejected 50,000 on various grounds.

Recently, a deadline of September 27 was kept for completing the approval process, which was later moved to October 1 and then October 15. Even though the month-end was approaching, the metropolitan authority has been able to approve only 5,000 since October 1, with the remaining 71,000 already having been approved.

Of the remaining 48,000, documentation has been received for 8,000 applications, and they are expected to be cleared within next 10 to 15 days.

“Quite a few applicants did not provide any detail except for the bare minimum. There are a few very important documents needed for regularisation without which the applications cannot be processed,” Mr. Chiranjeevulu said.

The necessary documents include those pertaining to registration, indemnity bond, unapproved site plan and a notarised affidavit. Only after checking the site plan, the authority can decide whether the layout fits the criterion for regularisation, and if it needed further clearances from other departments.

Regularisation expedited

The regularisation process, which had not moved much during the last two years, has accelerated since August after the Chief Minister K. Chandrasekhar Rao reviewed the huge pendency of applications.
