A Division Bench of the AP High Court comprising Justice V. Eswariah and Justice K. G. Shankar on Monday directed the police authorities to permit Osmania University students to enter and exit the campus individually after they show their identity cards.
The Bench made it clear that this permission was not meant for a group or a mob.
The Bench was dealing with a writ petition filed by AP Civil Liberties Committee through its secretary seeking a judicial inquiry into the alleged lobbing of teargas shells on students on campus and violation of court orders.
It was averred that the police acted brutally and confined the students to the campus by blocking the entry and exit points.
Prohibitory orders
The government contended that the students planned a rally to Raj Bhavan and as there were prohibitory orders in force in the city, they did not allow the procession.
The students pelted stones and the police acted quickly to control the situation.
The Bench was told that the meeting at Indira Park was permitted by the government but students, who wanted to participate in it, were prevented from doing so.
The Bench asked the government clarify whether teargas shells were lobbed at the students or not.
The government contended that the students were stopped at the exit gate and no teargas shells were lobbed. The Bench asked the authorities to file a counter affidavit by February 4 and adjourned the matter.
