After reorganisation of the districts and purification of revenue records, the State Government is now contemplating constitution of revenue ranges for putting in place effective revenue administration at the district-level.
According to senior officials, the Government is mulling creation of 10 revenue ranges, comprising three districts in each range barring Hyderabad, for better reach of revenue administration to the grass-roots level.
These ranges will have senior IAS officers of the rank of special chief secretary as mentors who will govern the respective districts’ administration on policy matters.
Mentor’s role
These mentors would guide the collectors in effectively handling various welfare and developmental activities as also the revenue related issues.
The system had been conceived as the availability of senior officials on hand would be far more useful in handling/tackling controversial issues as and when they arise.
Officials said a file pertaining to the constitution of revenue ranges was pending with Chief Minister K. Chandrasekhar Rao for his consent.
Easy coordination
The exercise is also aimed at ensuring effective coordination between the collectors of different districts, Ministers and local MLAs.
With a majority of junior level IAS officers being appointed as collectors to the newly created districts, revenue ranges are expected to act as bridge between the district collectors and senior bureaucrats at the State capital so that there is no scope for delays in the implementation of key policy initiatives.
