Union Home Secretary Anil Goswamy who came here to take stock of the State government’s preparedness for establishing two States and governments by June 2, the appointed day, has expressed satisfaction over the pace of work.
Mr. Goswamy, who was accompanied by Joint Secretary Suresh Kumar and Special Secretary Rajeev Sharma during a meeting with Chief Secretary P.K. Mohanty and several committees here on Tuesday, apparently advised every officer involved with the bifurcation work to be considerate and humane to do justice to both the regions.
Mr. Goswamy said that division of employees, assets, liabilities, pension payments, records and documents and treasury between the two successor States be completed by June 2. By then two Chief Secretaries and two DGPs would also be in place.
Earlier, Mr. Mohanty made a presentation on the progress on bifurcation work that commenced on March 4 and work assigned to each of the 19 committees and the road map given to them to complete the given mandate within the set timelines.
Mr. Mohanty, according to sources, said the State government proposed to complete bifurcation work and give all the information and data required by the Union government by April-end.
The meeting also discussed the likely difficulties to be encountered.
Asked about delay in division of assets related to public sector units and it might go beyond the appointed day, Mr. Goswamy said the A.P. Reorganisation Act was clear about what to be completed by appointed day and what could be done subsequently.
For the distribution of assets of PSUs and joint property held by the corporations included in the schedule 10, the Act itself gave one year time. Sources said that no discussion about modalities for distribution of employees came up as Government of India was yet to recommend the guidelines. The Union government will notify the State Advisory Committee by March 31 and that committee would finalise the guidelines for distribution of State-level employees between the two successor States.
“The job of State government is only to provide information and it is for the Central committee to evolve guidelines and divide the employees accordingly,” they added.
The Act itself said that the State level employees would be given option to indicate their choice of the State.
