Exercise on to regularise contract staff: Etala

Minister for Finance and Planning E. Rajender on Friday told the Assembly that the exercise to identify the contract employees working for the State Government who were eligible for regularisation under the Act 2 of 1994, was on.

Responding to a question from several members belonging to BJP, TRS, Congress and CPI on regularisation of contract employees in the State, Mr. Rajender stated that a total of 25,589 personnel were working for the government on contract basis.

The services of personnel who would fulfil the conditions prescribed in Section 10(A) of the Telangana (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) Act 1994 would be regularised.

K. Laxman (BJP) pointed out that the government had not taken up any major recruitment drive even after Chief Minister K. Chandrasekhar Rao announced during the maiden session of Telangana Assembly that there were 1,07,744 vacancies in the State. Mr. Rajender explained that the number of employees allocated to Telangana from the combined Andhra Pradesh Government was 5,23,675, subject to final allotment.

Salaries

The strength of 4,15,931 employees working for Telangana included 3,01,289 government staff, 25,589 contract staff, 80,861 working on honorarium and outsourcing basis and 8,192 as non-muster roll (NMRs) employees, Mr. Rajender explained that the recent decision of the government to enhance the salaries of contract and outsourced staff would burden the exchequer by Rs.310 crore every year.

Further, the Finance and Planning Minister noted that a total of 58,831 vacancies were identified so far and another 16,287 posts were created newly.

Recruitment process was in different stages of progress to fill 18,423 vacancies in various departments and 10,927 teacher posts (DSC) and 2,444 teacher posts for newly announced residential schools would be notified soon.

‘11,100 posts filled’

Besides, about 11,100 posts were filled by various departments and State Government undertakings including 3,950 by RTC and 4,500 by Singareni Collieries already. Earlier, Home Minister N. Narsimha Reddy, answering another question, stated that four notifications were already issued for recruitment of 10,501 police constables and 539 Sub-Inspectors of Police with 33 per cent reservation for women in civil SI posts.
