Employees’ associations of both Seemandhra and Telangana met Union Home Secretary Anil Goswami here on Tuesday and submitted representations related to allocation of posts and employees.
The Seemandhra employees urged the Home Secretary that the allocation of employees and posts should be on the basis of population and not on the basis of 13:10 as was being contemplated. Such a formula was not given in the provisions of the State Reorganisation Act and the guidelines issued thereon, they pointed out.
Meanwhile, all the associations were unanimous that the guidelines for allocation of employees to the two successor States should be done in a transparent manner.
The Seemandhra employees pointed out that the provisional allocation of employees in Secretariat on the basis of local status was against the Article 16 of the Constitution. The employees should be given option to work in either of the States as per the criteria fixed by the Union Government.
Another important suggestion from the Seemandhra employees was to recommend to the Government to provide options to the children of the employees working in Hyderabad/Telangana regions for their local candidature as they would have to shift to Andhra Pradesh State after establishment of the new capital.
The Union Home Secretary earlier in the day inspected the buildings in the Secretariat to be allotted to the Chief Minister and Secretariat blocks of successor State of Andhra Pradesh and Assembly and Council buildings too.
