Distribution of passbooks on March 11

The State government has decided to launch a comprehensive online system for effective management of land records.

The new Land Records Management System, Dharani, follows the ambitious land record purification and updation exercise commenced by the government to set right the errors in the land records across the State.

Following the instructions from Chief Minister K. Chandrasekhar Rao, the officials of the Revenue and IT departments invited tenders for development and operation of the website and IL&FS had been selected as the lowest bidder with ₹116.05 crore.

The work entrusted to the selected agency includes linking of the data of the Registration Department with the land record information with the Chief Commissioner of Land Administration so that a comprehensive database of the entire land in the State is available.

The mandal revenue officers would accordingly be handed over the job of updating the land records after rectifying them and it would be followed by linking of the details of passbooks, with several security features, proposed to be distributed to farmers.

The Chief Minister is expected to launch the website along with the distribution of the passbooks on March 11. The government is learnt to be actively considering a proposal to distribute smartcards, on the lines of the ATM cards, to landowners so that they could know about the status of their property with the click of the mouse. The government had already entrusted the work of printing the pattadar passbooks, to be distributed to close to 72 lakh farmers, to Central Security Printing Press on nomination basis.

A memorandum of understanding has accordingly been signed by the State government and the security printing press and the work was awarded after relaxing certain procurement rules as no bids were received from any agency after inviting tenders.

The Central Security Press had been asked to print the passbooks at ₹200 each along with the security features prescribed by the government.
