The Telangana Legislature will meet on April 30, the second time in the last 15 days and for the third time since the budget session, to take up some important business including passing a couple of bills.
The Legislature Secretariat wrote to all members on Thursday stating that the third meeting of the seventh session of the Legislative Assembly would commence at 11 a.m. on April 30 and that of the Legislative Council at 3 p.m. on the same day.
After the conclusion of the budget session on March 27, the Legislature met again for a day on April 16 for passing the bills on increase in reservation to Minorities and Scheduled Tribes, Heritage Policy and on Goods and Services Tax.
“The Legislature was not prorogued even after the April 16 meeting as there were indications from the Government about the need for another meeting to take up a few bills,” official sources said.
Chief Minister K. Chandrasekhar Rao also dropped enough hints later and made it public on April 21 while speaking at the Telangana Rashtra Samithi's (TRS) plenary that a special session of the Legislature would be held again towards the month-end to pass a bill to provide for stringent action against spurious seed sellers.
LA Act
Official sources stated that further amendments to the bill passed on land acquisition by the Assembly during the winter session (in December 2016) seeking some amendments to the provisions of the Land Acquisition Act, 2013 could also be taken up during the special session.
The Centre was understood to have told the State Government to make some changes in the Bill, particularly on the payment of compensation making it mandatory for extending the benefit as per the provisions of the 2013 Act, for recommending it for President’s assent.
The Business Advisory Committee (BAC) of the Assembly would meet on April 29 to finalise the business to be transacted during the special session as also the number of days of sitting. However, the official sources stated that it could be only a day’s sitting.
