Allocation of AIS officers starts first with Telangana

The die has been cast as far as allocation of All India Service officers between the two States of Andhra Pradesh and Telangana for the lottery-based roster system at the Pratyush Sinha Committee meeting in New Delhi on Saturday.

The lottery drawn in the presence of AP Chief Secretary I.Y.R. Krishna Rao and Telangana Chief Secretary Rajeev Sharma and representatives of three service associations went in favour of Telangana. Accordingly, the allocation process will begin by allocating the No.1 IAS, IPS and IFS ‘outsider’ officers in the lists to Telangana first and the next in line to Andhra Pradesh.

The outsiders are those direct recruits who hail from States other than Andhra Pradesh and Telangana.

Explaining the allocation process, sources said that the officers to be allocated would be divided into three categories -- direct recruits- insiders, direct recruits- outsiders and promotee officers. Care has to be taken in the allocation process to maintain the reservation ratio of SC, ST, OBC and Unreserved and also ensure overall one-third are ‘insider’ officers and two-thirds ‘outsiders’ in each State.

The insiders will be allotted on the basis of domicile status i.e., natives of Telangana and Andhra will go to their respective States. If there are surplus ‘insider’ officers in one State, they will be allotted to the deficit State. Andhra Pradesh has surplus direct recruits -- insiders while Telangana has surplus promotee officers.

It becomes inevitable for some AP officers to come to Telangana and promotee officers to come to Andhra Pradesh. But which officer would get allocated is based on the roster system and to some extent options. But beyond a point there will not be a choice, the sources added.

“Now the committee is doing slotting with reference to option given by the inside officers by opening the option forms. Then rosters will be run to make provisional allotment of each and every officer. The process is complex and will take three or four days,” the sources added. There are about 600 existing officers in the three services who would be allotted to the two States.
