Post-bifurcation employee allocation almost over

Most allocation over in short span of two years but remains to be resolved in a number of categories

HYDERABAD: Allocation of State-level employees of the erstwhile combined State between the two successor States of Andhra Pradesh and Telangana is almost done as the year 2016 draws to a close.

Of 57,167 employees in 153 units to be allocated between the two States, Government of India notified the final allocation for 151 units as recommended by the Kamalnathan State Advisory Committee.

Kamalanathan Committee whose tenure ends on December 31 also made its recommendation for three categories — Deputy Collectors and Special Grade Deputy Collectors; Deputy Superintendent of Police, and Additional SP and non cadre SP and the Excise Superintendents — however, these are stuck due to court cases.

These employees, numbering about 1,100, moved the court against their allocation without finalising their seniority first.

Sources said that the Kamalnathan Committee had allocated the deputy collectors with the approval of both the States but could not notify the tentative allocation because of Court stay.

In the case of DSP, Excise SPs, the tentative allocation has been notified but put on hold for further orders from the Court.

The committee is likely to be given another three month extension to complete the allocation of these categories of employees as well.

Speedy allocation

Compared to the three States that were reorganised (Uttar Pradesh, Bihar and Madhya Pradesh) where staff allocation took years, Andhra Pradesh combined State’s staff allocation was done in a remarkably short time of two years after the guidelines were approved by the GoI in October end of 2014.

The committee Chairman had sworn by consensus and transparency given the kind of regional preferences of the employees post bifurcation.

The staff allocation however has some sticking points that do not under the purview of the committee. For instance, last grade employees comprising attenders and drivers, among others, who were more in Telangana but sent to Andhra Pradesh under the allocation process desperately want to come back to their native State and urge the Chief Minister to keep his word.

The other category is the spouses of State-level employees working in public sector, local body and Central government institutions in one State and State-level employees allocated to another State.

Kamalnathan Committee recommended that the two State governments constitute a committee and evolve guidelines to address the concerns of last grade employees and spouse cases.

Last heard, the committee comprising officials from both the States approved the guidelines. While AP Chief Minister N Chandrababu Naidu apparently gave his consent, the file is pending with Telangana Chief Minister K. Chandrasekhar Rao. There is another category awaiting eagerly for Telangana CM’s approval. Those are AP employees allotted to Telangana and vice-versa against their choice but based on guidelines. Such employees eager to swap States with their counterparts on the basis of mutual transfers too await the clearance of Telangana CM having secured the nod from the AP CM.
