2017-18 budget proposals to reflect district-wise priorities

HYDERABAD: The primary exercise for the preparation of budget estimates for the Financial Year 2017-18 has begun in all the districts.

In line with Chief Minister K. Chandrasekhar Rao’s directive to the District Collectors during the Collectors’ Conference held in December to identify the district-wise priorities for each department, the Planning Department also initiated local area resource mapping in some districts.

The objective of reorganisation of districts was not only to take administration close to people but also ensure focused development in all the 31 districts and identify the growth engines specific to each district.

Thus the budget preparation exercise would also be tuned to meet those goals, sources in the Planning Department said.

The Telangana State Remote Sensing Applications Centre (TRAC) has been helping the districts with its geo-spatial technology under the ‘Know Your District – Plan Your District’ exercise and identify the local resources and potential for growth in different sectors, said official sources.

District-level meetings

Recently, the Finance Department had issued instructions to district collectors for preparation of budget estimates. The Planning Department suggested to the collectors to hold meetings with the respective district heads of different departments and finalise the department-wise priorities and work-wise proposals and financial details after consultations.

These details will have to be indicated by the collectors to the heads of department and to the Planning Department, official sources said.

Micro-planning

The Planning department sources said while finalising the budget proposals at district level, priority would be given by the district administration to include the felt needs of people identified during the ‘Mana Vooru – Mana Pranalika’ and ‘Grama Jyothi’ programmes.

“The objective is Bottom-Up approach in the preparation of budget proposals so that budget resources would be allocated to meet the requirements at the grass root level and facilitate micro-level planning,” sources added.
