Delhi BJP president Vijender Gupta has said that the Delhi Government’s claims about regularisation of unauthorised colonies were misleading as these colonies cannot be regularised under the present circumstances.

He demanded that the Centre get the claims of the State Government enquired by an independent agency and issue a white paper on the subject.

Stating that many of the 733 colonies which the Government is saying it would regularise, do not have complete papers, Mr. Gupta said even the boundaries of these colonies have not been fixed till date. ``Many colonies also do not fulfil the stern conditions of Master Plan for Delhi-2021,’’ he added.

The land and building mafia is earning crores by jacking up land rates in these colonies by showing dreams of regularisation, he charged, alleging that this modus operandi was being used to dupe lakhs of innocent citizens. “Due to lack of boundary of the colonies the agricultural land is being plotted for building houses. Later on, the Delhi Government and the Delhi Development Authority would run bulldozers on the structures coming up there,’’ he cautioned.

He said if the boundaries were fixed then why were the maps not being made public through notification especially since on June 24, 2008, the Centre had notified that the categories of colonies shall be fixed. He said the fate of those 400 colonies, which have not been issued provisional certificates, also hangs in the balance. Likewise, he said, the position of the over 300 colonies that have come up on the Yamuna bed and on forest land was not clear.

Mr. Gupta said the new Master Plan also stipulates that before the regularisation of a colony, the RWA should provide free land to the Government for setting up a police station, fire station, community centres, parks and playground for children. ``The Chief Minister should also explain how these conditions would be fulfilled,’’ he said.
