Plan to trifurcate police awaits L-G nod

Mr. Jung's office is expected to approve and announce the elevation of three senior IPS officers.

A proposal to trifurcate the top echelons of the Delhi Police along the lines of three basic responsibilities — intelligence-based maintenance of order and pre-empting crime; enforcing the law; and managing the force — has reached Lieutenant-Governor Najeeb Jung’s office.

The amended job descriptions are, however, similar to the systemic allocation of duties at the primary — police station — level where three inspectors are in-charge of the three functions.

According to a Delhi government source, Mr. Jung's office is expected to approve and announce the elevation of three senior IPS officers — Deepak Mishra (Special CP, Law and Order), Dharmendra Kumar (repatriated to Delhi Police recently) and Vimla Mehra (Special CP, Administration) — to the rank of senior special commissioners of police.

While Mr. Mishra and Mr. Kumar belong to the 1984 batch, Ms. Mehra is from the 1978 batch. All three have reached the rank of D-G.

“A proposal to this effect was approved by the Ministry of Home Affairs and sent to the L-G for his approval on Monday,” the source said and added, “orders related to it are expected tomorrow (Wednesday).”

A highly-placed police source said Mr. Mishra is expected to be given additional authority over respective special commissioners of traffic and armed police units while Ms. Mehra would get additional charge of provisioning and logistics as well as HQ.

Mr. Kumar would be appointed the go-to person “for all things intelligence-related” with a portfolio expanded to include the anti-terror special cell unit, intelligence, the Crime Branch and the security unit.
