Taking suo motu cognisance of reports about two students being beaten up in a school in Noida, the National Human Rights Commission (NHRC) has issued notices while observing that ragging was an “ugly scar” that needs to be obliterated from educational institutions.
Two Class XI students of Delhi Public School in Noida were allegedly beaten by 17 seniors for protesting against the outlawed practice of ragging and reporting the matter to the school authorities.
The incident happened on May 8 when the boys were returning to their hostel after dinner.
“The school authorities are legally bound and responsible to ensure protection of students from the menace of ragging,” said the Commission while issuing notices to the Uttar Pradesh Chief Secretary, the Gautam Budh Nagar District Magistrate, and the Senior Superintendent of Police. They have been asked to submit reports within four weeks.
The NHRC said the incident had raised the issue of violation of right to life and dignity of young students. Ragging has been banned in educational institutions and guidelines been issued on the basis of recommendations of the Raghavan Committee, stated the Commission.
