A 32-year-old man has been arrested for allegedly masturbating in front of a German woman, who is pursuing a Ph.D. from Jawaharlal Nehru University (JNU), in south-east Delhi’s Greater Kailash, the police said.

The incident took place on Thursday around 2.30 p.m. when the 33-year-old scholar, Arnika Ahlad, had taken her dog out for a stroll in Greater Kailash-II.

“On her way she saw a man looking at her inappropriately but ignored him and continued walking. The man then suddenly pulled down his trouser and started masturbating while looking at her,” said Deputy Commissioner of Police (South East) Romil Baaniya, adding that the man ran away when Ms. Ahlad shouted at him.

The woman managed to capture a picture of the car and its number-plate.

The police traced the registration number to a man in Faridabad, identified as Anil Kumar Gupta. “Mr. Gupta told us that he had sold the car to a man called Pushkar in Haryana,” said Mr. Baaniya. The accused, Tarun, was arrested with the help of Mr. Pushkar.

Mr. Baaniya lauded Ms. Arnika for not ignoring the incident and immediately contacting the police.

“We need more such brave women who know how to speak and stand up for themselves. One may see her as a victim but for us she is a hero,” he said.
