“Install mechanism for speedy filing of ragging complaints”

The report of the one-man sub-committee appointed by the Raghavan Committee in May to examine the progress of anti-ragging measures was released here on Friday.

Ramjas College Principal Dr. Rajendra Prasad headed the committee. The agenda of the committee was to examine the functioning of the anti-ragging helpline as well as to evaluate the progress in developing a website, creating a database and appointing a non-government organisation.

The database which is supposed to contain details regarding various institutions and colleges is not yet ready, neither is the website which can help individuals track the status of their complaints. An NGO which has been tasked with monitoring complaints received by the helpline has been appointed.

In the context of the helpline, the sub-committee recommended that the BSNL should check the technical infrastructure of the call centre and ensure that the connectivity is clear for both landlines and mobiles, update and link the database on a real-time basis with the call tracking system and provide intensive training to agents so that they could record the complaint or query in the minimum possible time. The helpline operators also had to be taught to be empathetic and all complaints received via email should be provided an automatically generated reference number.

It was recommended that the database provided by the call centre should be made more exhaustive and include other types of ragging like-“economic and financial” ragging and cyber ragging. The complaints database could be used to identify those institutes from where there is more frequency of complaints.

The report also emphasises the urgency of making the website functional as soon as possible.
