The Delhi Development Authority’s new housing scheme, offering allotment of over 25,000 flats to the public through draw of lots, has been challenged in the Delhi High Court. The petitioners have claimed that the DDA has included in the general category over 2,300 single-bedroom flats earmarked for the economically weaker sections (EWS) in Dwarka.
The writ petition has been moved by four associations of JJ clusters, including the Shiv Camp W-62 JJ Cluster Dwellers Welfare Association and Jhuggi Jhonpri Ekta Sudhar Sansthans of three areas. They have sought allotment of 2,382 flats in Dwarka, which form part of the DDA scheme, to slum dwellers in accordance with an eligibility list prepared last year.
Justice V. K. Shali of the High Court on Tuesday asked the petitioners’ counsel to show maintainability of the petition and establish their right to challenge the housing scheme. The Court posted the case for hearing on September 24.
The petition claimed that the DDA had conducted a survey in Shanker Garden and Indira Camp No. 2, 4 and 5 at Vikaspuri on August 2, 2013 to ascertain the number of persons under EWS category. The residents of six JJ clusters were identified for allotment of flats in Dwarka Sector 23, according to the petition.
“While we were requesting the DDA to expedite the allotment of flats, the DDA floated the new scheme and included these flats in the general category to our utter shock and surprise,” said the petitioners while seeking the Court’s directions prohibiting the draw of lots.
