To overcome the problem of delays in sanctioning relief under 46 welfare schemes of eight departments, the Delhi Government has decided to declare the Deputy Commissioners (Revenue) as Nodal Officers for all schemes for their respective districts.
At a high level meeting, convened under Delhi Chief Minister Sheila Dikshit on Tuesday, it was decided that the concerned Deputy Commission would be in-charge of overall coordination whereas the head of the departments would concentrate only on policy matters and quarterly allocation of funds in respect of welfare schemes of their departments.
It was also mentioned that the sanction of benefits would be done under the direct control of the DC (Revenue) whereas the District Development Committees would be associated in this work.
To streamline the entire process and to increase public participation and accountability, it was also decided that Gender Resource Centres, Anganwari workers, ASHA workers and members of women panchayats would assist in verification of particulars of the beneficiaries. All the new measures will ensure that nobody would remain excluded from the final list of beneficiaries.
Incidentally, the Delhi Government is also considering display of list of selected vulnerable persons at public places, such as the DCs’ offices, so that its authenticity could be verified by the general public.
The Chief Minister expressed confidence that Mission Convergence, which has become 18 months old, will now be able to sail ahead more smoothly and provide benefits to the very needy persons.
